Permissions FUBAR

It looks like I had a lot of forums on this board that were locked down to even registered users.

As a general rule, guests have read-only access. Registered users have have standard rules, with exception to reply-only to major announcements.

If you feel the permissions are out of whack, don't hesitate to let someone know so the issue can be resolved.
